Though autism is a familiar term in the early twenty-first century, it was only recognized in the 1940s as a severe disability. THE MAJOR FUNCTIONS OF THE ENABLING UNIT 

To provide counselling to differently - abled students on the types of courses they could study at the higher education institutions.

To ensure admission of as many differently-abled students as possible through the open quota and also through the reservation meant for them.

To gather orders dealing with fee concessions, examination procedures, reservation, policies, etc., pertaining to differently-abled persons.

NIEPMD

National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD) came in to an existence in the year 2005. The Institute is situated in a beautiful ambience on East coast road (ECR) Muttukadu, Chennai, which is 35 kilometers away from the Chennai Central station. Since the commencement in 2005 the services for Persons with Disabilities for single as well as Multiple disabilities as NIEPMD has been given on an outpatient basis through a multi-disciplinary team model, besides the cottage services and extension services. 

National Institute for the Empowerment of Persons with Intellectual Disabilities (Formerly National Institute for the Mentally Handicapped) empowers the Persons with Intellectual Disabilities (Divyangjan) to access the state of the art rehabilitation intervention viz., educational, therapeutic, vocational, employment, leisure and social activities, sports, cultural programmes and full participation. 


Unit for Autism with Additional Disabilities


Children diagnosed as autism spectrum disorders with additional disabilities are trained in this unit. The module includes training to improve the communication and socialization in these children. A holistic model is applied to enhance the specific and general abilities.

National Institute for the Empowerment of Persons with Intellectual Disabilities (Formerly National Institute for the Mentally Handicapped) established in the year 1984 at Manovikasnagar, Secunderabad (TS) is an Autonomous Body under the administrative control of Deparment of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice & Empowerment, Government of India. NIEPID (Formely NIMH) is dedicated to provide quality services to Persons with Intellectual Disabilities (Divyangjan) in the National interest.

The institute has developed and introduced innovative structured training courses like Early Intervention, Rehabilitation Psychology, Special Education and Disability Rehabilitation at Masters level. National Institute of Physical Medicine and Rehabilitation provides very comprehensive rehabilitation in the areas of physical disability as well as speech and hearing disorders through team assessment and evaluation covering case history, Physiotherapeutic needs assessment, Speech, Language Hearing assessment, considering their Special educational, intellectual and developmental needs. We have a special school for the systematic development of the kids with special needs. A comprehensive plan made on basis of evaluation, goals are set according to function level and achievement plan made by the rehabilitation team.

Autism Spectrum Disorders (ASD) is a group of complex neuro-developmental disorders affecting communication, socialization, thought and behaviour, and includes individuals with wide range of functional abilities. The symptoms may vary from being very severe to being very mild. Persons with ASD are entitled to equal rights and opportunities as all other citizens of the country. The number of persons receiving a diagnosis of ASD is increasing rapidly.

The Kerala State Government has set up the Regional Centre for Autism Rehabilitation and  Research at NIPMR. It’s a first of it’s kind in the state. It has been set up with the aim of promoting social awareness about autism spectrum disorders and to successfully integrate these children into the community through a holistic approach of intervention and therapies. The Rehabilitation Council of India(RCI) was set up as a registered society in 1986. The Rehabilitation Council of India (RCI) is the apex government body, set up under an Act of Parliament, to regulate training programmes and courses targeted at disabled, disadvantaged, and special education requirement communities. The National Trust 

The National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities. 

The National Trust is a statutory body of the Ministry of Social Justice and Empowerment, Government of India, set up under the “National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities” Act (Act 44 of 1999). The National Trust works towards providing opportunities for capacity development of Persons with Disability and their families, fulfilling their rights, facilitating and promoting the creation of an enabling environment and an inclusive society.Cerebral Palsy, Mental Retardation and Multiple Disabilities was constituted by the Central Government as a legal entity. This was set up in the year 2000. The objectives of the Trust is to enable and empower persons with disability, facilitate support to registered organizations, deal with problems of disabled persons who do not have family support, promote measures for their care and protection in the event of loss of parents and guardians, evolve a procedure for appointment of guardians and trustees so that equal opportunities, protection of rights and full participation of such persons is ensured. Aids and assistive devices are the supporting devices used by persons with disabilities in improving their quality of life in terms of mobility, communication and for performing their daily activities. There is a wide range of assistive devices available to meet the needs of person with disabilities.

SNM Rehabilitation Centre – Jaipur

SNM is a non-profit voluntary organization (a unit of Shri Narsingh Maharaj Punarwas and Sikshan Sansathan) started from  August 2012, created solely with the purpose of helping the cause of mentally challenged, multiply disabled and autistic child.

SNM offers an Individual Educational Program for every student, aimed at social and economic independence, which incorporates special education, therapeutic interventions and vocational training. Centre of SNM offers –Occupational Therapy, Physiotherapy and Speech Therapy, life skills training, computer education, music and dance, weight management and physical fitness, sports and extracurricular activities, counseling, behaviour modification, diagnostics and assessment facilities & family counseling.

SNM’s Autism Centre is Rajasthan’s first rehabilitate and research centre for autistic individuals, providing holistic services under one roof mission is- to make our students part of the new India, which is full of aspiration and hope; to be fully equipped to overcome any problem or difficulty and to strive ahead to be useful members of the society. SNM  Special School was the first institution to recognize autism as a disability distinct from others and to start programs for autistic spectrum disorder in 2012. The Autism Center-School of SNM  is Rajasthan first rehabilitate and research center for autistic individual providing holistic services under one roof – a special school, sensory integration clinic, early intervention center, diagnostic center, research cell and an outreach cell.

Separate centres - at  SNM  special school - are run by a multi - disciplinary team which consists of the social worker, psychiatrist, clinical Psychologists, counselor, special educator, speech therapist, occupational therapist and the physiotherapist.

Fun Fitness Kids club 

Fun fitness….kids club has been functioning successfully. The club is aimed at providing a platform for social interaction for intellectually challenged adults and adolescent.The idea is to giving the special needs individual continues opportunities to develop physical fitness, demonstrate courage, experience joy and participate in the sharing of gifts, skills and friendship with other special needs adult and also the sense of belonging to a group.

SNM   Outreach Centre

SNM  Special School  not only caters to jaipur but also to the other parts of the state. Parents come from different parts of the state for assessment, counseling & for home program. The team of specialist plans the program. The family comes from their respective destinations and stay in jaipur for a week. They are trained how to carry on the home program. They can continue the program at home and come back for discussion about the progress and difficulties or they can contact the authorities via mail or telephone. Similarly an outreach program runs for the children who cannot be settled in regular school program.

The concept of creating an umbrella organization for the differently-abled emerged as a result of a conference held in 1968 on "Rehabilitation of the Differently abled", following which a group of eminent professionals, doctors, and social workers came together to establish the National Society for Equal Opportunities for the Handicapped (NASEOH).

Though NASEOH started off with the initial purpose of creating awareness about issues concerning the differently-abled in the areas of Education, Vocational Training, and Employment, they later decided to provide direct services through capacity building for effective integration. They do this through various projects in the areas of Education, Vocational Training, Employment, Rehabilitation, and Disability prevention.

Academic Services:

Academic Services are imparted under 2 categories: Short-term and Long-term courses.

Short-term Courses:

Short-term training courses are extended to various stakeholders like, teachers who work in regular schools, anganwadi workers, health workers, paramedical staff, PwDs, Village Pradhans, Government functionaries etc. These courses are especially conducted in order to create mass-level awareness.

Long-term Courses:

CRC conducts the following RCI-approved long-term courses:

• Diploma in Special Education (Mental Retardation).

• Diploma in Special Education (Autism Spectrum Disorder)

Clinical Services:

As part of its clinical services, CRC conducts Composite Rehabilitation Camps in the State of Gujarat. The scope of its outreach activities includes providing assistive devices, aids and appliances under the ADIP scheme at the Centre and in camps. CRC also has a dedicated prosthetic and orthotic workshop wherein artificial limbs/aids and splints are manufactured and fitted to the patients.

Services at the Centre:

Services that pertain to the special education and rehabilitation for persons with disabilities are categorized as under:

Early detection and Intervention:

• Case finding

Rehabilitation:

Special Education Services:

CRC Ahmedabad


The Composite Regional Centre is working under AYJNISHD, Mumbai. It was established in 2011 to extend services that cater to multiple and diverse disabilities, under one roof. Today, it is fully-equipped and functional to provide rehabilitative and educational services to all types of disabilities. Located in Heritage city of Ahmedabad. With services that range from the academic to clinical, it continues to be committed to further the cause of the differently-abled. Within short period we have made our place in the field of Disability rehabilitation and working as resource centre. We are mandate to implement the Scheme of Department of Empowerment of Persons with Disabilities (D),Govt. of India in the state of Gujarat.


To provide need based comprehensive rehabilitation through team approach facilitating inclusion, ensuring empowerment of persons with Disabilities and their families and by substantiating field based research and development of human resources.

CRC-Ahmedabad has the following aims and objectives

 To serve as Resource Centre for rehabilitation and special education of persons with disabilities.

 To undertake human resource development by training rehabilitation professionals, village level workers, multi – rehabilitation workers and other functionaries in Govt. and non – Govt. sector, required for providing services to persons with disabilities.

 To undertake public education programs for creation of awareness in the parents and the community.

 To undertake designing, fabrication and fitment of aids and appliances.

 To undertake services of education and skill development leading to enhancement of opportunities for employment, rehabilitation, mobility communication recreation and integration in society.

 To undertake research and development with specific reference to needs of diverse groups of people with disability, keeping in view the nature and severity of disability in the region.

 To develop strategies for delivery of rehabilitation services suitable to the sociocultural background of the region.

 To stimulate growth of services by encouraging and supporting voluntary organization, parent groups and self – help groups.

 To establish linkages with existing medical, educational and employment services, following the principles of community – based rehabilitation and offer extension services in the rural areas.

CRC Nagpur

COMPOSITE REGIONAL CENTRE FOR SKILL DEVELOPMENT, REHABILITATION & EMPOWERMENT OF PERSONS WITH DISABILITIES, NAGPUR (CRC) is a government organization of PWD located in Krida Prabodhini Hall, Yashwant Stadium, Dhantoli, Nagpur which works for the PDW's. Which provides the following services: 

Department functions as a resource Centre for special education and rehabilitation of PwDs by providing a special education, remedial education, human resource development and Research activity. Children with Disabilities are assessed with use functional approach of assessment. Individualized educational program with periodical evaluation has been followed for the children attending special education services. Functional Curricular, co-curricular activities and Life Skills are taught with special emphasis on making them inclusive. 

Vocational Training and Rehabilitation department provides the services to individual’s with mental or physical disabilities. In these services enables the PwDs to achieve skills, attitudes, resources, expectations needed to get jobs and sustains the job. In these services also teach the individual how to get the employed after any injury or mental disabilities. 

Department of Occupational Therapy


Occupational therapy is the use of assessment and intervention to develop, recover and sustain meaningful activities for occupation of individuals, groups and communities by altering the work or environment as per the present activities of client achieving maximum independence and building up the quality of life. It often goes with people with mental health problems disabilities, injuries and impairments.

Developmental Therapy evaluates and treat children and adolescent with a variety of developmental delays within the early intervention program. They use a team approach among professionals and collaborate with patients.
